Exfoliate your legs first (but avoid using a scrub that has body oil added, because that can clog the razor). Then soak legs in warm water for no more than 10 minutes and go ahead and shave. Shaving itself is an exfoliating process, but doing a separate scrub first and then soaking makes it easier to get a close shave. After drying off, apply a moisturizing lotion.

Everyone's hair grows at a different rate, and the amount, color, thickness and consistency of the hair also impacts how often they need to shave. So do it when you feel you should! But for best results do not shave right before sun tanning; do it the night before to avoid irritation and bumps.

In the winter U really don't need to shave much unless your winter is like really nice in the summer usually wenever u notice ur legs r getting hairy then just shave. I usually put lotion on my legs so it feels smooth (hope this helps)

Have you considered trying something along the lines of Nair? No bumps or cuts like shaving with a razor and less chance of skin irritation plus it's makes them silky smooth. It works great for other places besides your legs too. Just be careful not to get any on your head or eyebrows.
