I have ringlets so only my scalp will get oily
The rest of my hair is really really dry and crispy
also I do not over wash my hair

Olive oil.Buy the purest olive oil you can find.(if you have a Greek restaurant near by,they sell it by the liter and it is the best).Lias' is the finest olive oil I know of.It is imported from Greece.While your hair is dry,soak your hair completely with the oil and wrap your hair in a warm towel or shower cap.Leave on for 30 minutes.When you wash it out,don't over wash.Leave a little in(it wont hurt it or fall out).Its really good for your scalp and it helps hair growth too.I do this like once a month to take the frizz.I can say my hair actually grows straighter,smoother, and more rapidly than before.Just try it once.It works and its not that expensive.(15 bucks for a half gallon.)

Try sectioning your hair into four parts and then dry each section individually with a good hairdryer. You also said the rest of your hair is dry and crispy, maybe you should think about investing in a good conditioner, it's sometimes worth paying the extra money.

after you condition your hair (with warm NOT hot water) rinse it with really cold water.
..yes it's a pain to be in a nice warm shower and then to turn the cold water on, but it locks in the mositer you get from your conditioner!

btw, make sure your using a shampoo and conditioner that helps with your symptoms ;)

even though your hair is curly, you can try Sleek Look shampoo by Matrix. also your best bet would be to buy a leave in (non oily conditioner) such as one from Biolage- Matrix. It keeps the hair soft, but you won't know it's in your hair. :)
