You should try to
1) Curl your eyelashes using a curler (Revlon works well for me)
2) Use eyeliner on the top of your eye to add a line
and if you want
3) Use eyeliner to outline the bottom of your eye - Make sure the line is thin!
4) Use a volumizing mascara or one length one - Try CoverGirl Lash Blast (it works well!)

This should really make your eyes pop! :) ...

First of all, I would moisturize more with a hydration cream - kinda sounds like you have dry skin? Not 100% on that though.
Do you clean your foundation brush regularly? If not, the excess foundation already on the brush will make your makeup streaky and dry in patches.

Colours should definitely be white and yellow, or even gold!
And with your lips, go with a nude colour so your eyes stand out :)

I have lived with Touche Eclat for years and then went on a Clinique spending spree. £15 airbrush concealer, so much better. it is a better colour, is lighter in texture so doesn't drag your skin, blends better and reduces puffiness as well as reflecting light. And cheaper!

No, I've used the foundation and concealer, and they aren't cakey. When a product is cakey, it makes it look like you've layered a mask over your face.
