She has had them for a couple of months, there are more coming up, when they get big enough my wife get the hairs out, they are like a spots. She has tried using shower body scrub and sponges with textured side to it, but nothing works. They don't bother her.

It could be ingrown hairs. It happens sometimes. I would suggest seeing a doctor or dermatologist though just to be sure.

Im not sure if it works, but try using eurcerin or nivea cream.. her skin might be really dry and that might be the reason why she gets ingrown hairs
