Probably because it is a very high dosage. Our youngest daughter has such bad eczema when she was a toddler that we literally had to put 4" X 4" gauze patches on the backs of her legs where her knees bent. She would scratch them until they were raw. The white prescription cream for her eczema really helped, and eventually she grew out of it. She's now 19 and doesn't have trouble anymore. My husband has dry skin, which is probably how she inherited it from. The best cream out there is the Eucerin. See link below:
