This has happened to me once before, when I was about 10.
I am a 14 year old male, I have good personal Hygiene (Shower at least once a day) I use Clearasil spot cream on my face, But just about 2 days ago I noticed my forehead and cheeks were a little bit rough, although the forehead is way rougher than cheeks. At first I though it was just spots coming back so I took a shower and put some of the spot cream on that worked last time. But i noticed that it was the same as the last time it happened. no itchiness, no pain just rough.
If someone can tell me why this is I'd be very grateful

You may be turning into a Klingon... or it's just patchy dry skin. The clearasil is drying your skin out... you need to re-moisturize with an oil-free lotion.
